Syracuse spells out which masonry projects need a permit, including masonry fences and retaining walls measured from the footing. We build and repair masonry across the city.
The city's "Do I Need a Building Permit?" handout lists masonry and concrete fences as permit work; the ordinary fence exemption does not apply to them (Syracuse permit handout).
Retaining walls, measured from the footing
The same handout lists retaining walls four feet or higher as permit work and measures height from the bottom of the footing. A wall that shows three feet above ground can still need a permit once the buried footing is counted.
Shorter walls are not automatically exempt in every case; loads and site conditions still matter.
Closing out your permit
Syracuse's Building Department notes that a final inspection is needed to close a permit, and that some work, such as curb cuts, needs separate Public Works permission (Syracuse Building).
