Roy treats masonry fences as permit work, and its retaining wall guidance has one detail worth confirming with the city. We build and repair masonry across Roy.
Roy's building permit page lists masonry and concrete fences as permit work (Roy Building Permits). Plan the footing and cap as part of the permit drawings.
The four foot question
Roy's permit page lists retaining walls four feet or more as work that needs a permit, but its exemption text says walls not over four feet, measured from the bottom of the footing to the top, are exempt unless they support a surcharge (Roy Building Permits). Those two statements disagree about a wall that is exactly four feet. If your wall is near that height, ask the Building Department before you build.
Zoning resources
Roy's Planning & Zoning page provides zoning maps and contacts, useful for checking setbacks and wall locations.
Extra load on the soil behind a wall, such as a driveway, a slope or a structure. Walls with a surcharge usually need a permit even when they are short.
